The European Parliament has now adopted common EU rules on the welfare and traceability of dogs and cats. The decision marks a historic step forward for millions of animals – yet the legislation still leaves some animals without protection.
Yesterday, on 28 April, the European Parliament took a decisive step for animals by adopting the first-ever EU rules on welfare and traceability for dogs and cats. The final vote confirms the agreement previously reached.
The adoption of the rules marks the end of a historic legislative process that began in December 2023, when the European Commission proposed a new legislation for dogs and cats across the EU. The legislation will now proceed to final adoption and publication.
Until now, rules governing dogs and cats have been nationally regulated, resulting in major differences in the level of protection given to these companion animals. This fragmented legal landscape within the EU has likely increased the risk of illegal breeding and animal smuggling.
The new rules aim to address this by introducing traceability requirements for dogs and cats. They also establish minimum standards for animal welfare, including provisions on feeding, veterinary care, living conditions, and protection from neglect and abuse. The goal is to prevent mistreatment and put an end to puppy and kitten mills.
While Project 1882 welcomes the new rules, the organisation also believes that the legislation should have been more ambitious.
EU regulations on welfare and traceability are a very positive development, but only certain animals are granted this basic level of protection. Cats living on farms, and dogs used by the police, the military, and customs authorities are examples of animals that the EU has turned its back on.

The implementation of the rules will take place in stages, with transitional periods ranging from two to as long as fifteen years.
